Abstract
Sosyal devlet, vatandaşların insan onuruna yakışır şekilde yaşamasına imkan veren, toplumun tümünü kapsayacak şekilde hizmet sunan ve bu hizmetleri bireyler arasında eşit şekilde dağıtan bir devlet anlayışı olarak ifade edilmektedir. Tarihsel süreç içerisinde birçok farklı aşamadan geçmiş olan sosyal devlet anlayışı, günümüzde devletlerin, bireylerin refahlarını sağlayacak şekilde harcamalar yapmasını ve sosyal refahı gerçekleştirecek hizmetleri sunmasını zorunlu kılan bir hal almıştır. Sosyal devlet anlayışı, her ne kadar gelişmiş ve gelişmekte olan ülkelerde farklı şekillerde yorumlansa da, ülkelerin gelişmişlik düzeylerine bakılmaksızın her devletin bu konuda çaba sarf ettiği açıktır. Nitekim gelişmekte olan bir ülke olan Türkiye ve gelişmiş bir ülke olan Almanya’da da sosyal devlet anlayışı kapsamında önemli adımlar atılmış ve halen de atılmaya devam etmektedir.
Çalışmada, sosyal devlet kavramının ortaya çıktığı ilk ülke olan Almanya ve sosyal devlet anlayışının gelişmekte olduğu Türkiye’nin tarihsel süreçten nasıl geçtiği, güncel durumun ne olduğu ve sosyal refahı gerçekleştirme anlamında sunulan hizmetlerin bu iki ülkedeki durumu ele alınarak karşılaştırma yapılmıştır. Karşılaştırma temel itibariyle beş farklı gösterge baz alınarak gerçekleştirilmiştir. Sosyal devlet anlayışı çerçevesinde gelir dağılımında adalet, sağlık hizmetleri, eğitim hizmetleri, sosyal harcamalar açısından sosyal yardım ve güvenlik hizmetleri ve sosyal refah endeksine ilişkin veriler, iki ülke arasında karşılaştırmaya tabi tutulmuştur. Karşılaştırmadan beklenen sonuç, resmi verilerden yola çıkarak eksikliklerin ve yapılması gerekenlerin ortaya çıkartılmasıdır.

Abstract
A social state is defined as a state understanding that enables citizens to live in a manner befitting human dignity, provides services to cover the whole society, and distributes these services equally among individuals The concept of social state, which has gone through many different stages in the historical process, has made it obligatory for states today to make expenditures to ensure the welfare of individuals and to provide services to realize social welfare. Although the concept of the social state is interpreted in different ways in developed and developing countries, it is clear that every state, regardless of the level of development of the countries, makes efforts in this regard. As a matter of fact, Türkiye, a developing country, and Germany, a developed country, have taken and continue to take important steps within the scope of the social state concept.
In this study, a comparison is made between Germany, the first country where the concept of social state emerged, and Türkiye, where the concept of social state is developing, by discussing how the historical process has passed, what the current situation is, and the situation of the services provided in terms of realizing social welfare in these two countries. The comparison is based on five different indicators. Within the social state approach framework, data on justice in income distribution, health services, education services, social assistance and security services in terms of social expenditures, and the social welfare index were subjected to the comparison between the two countries. The expected result of the comparison is to reveal the deficiencies and what needs to be done based on official data.
